ITEM IIIT: OUTDOOR RECREATION COUNCIL OF BRITISH COLUMBIA On February 16, 1976 the Outdoor Recreation Council of B.C. co- ordinated an Urban Trails meeting between representatives from some of the Lower Mainland municipalities. At this meeting certain problems were identified about urban trails. As an outcome of the above meeting a brief entitled "A Trails and Access Programme for British Columbia" has been presented to the Provincial. Government. The brief presents an overview of the concerns of B.C. residents with regard to the lack of plans, programs and protection for recreation and historic trails and access opportunities in the Province. Attached is a letter from the Outdoor Recreation Council of Britisn Columbia requesting endorsement of certain recommendations. The Leisure Activities Committee recommends that Council support the following three recommendations and, futher, that a letter be sent to Grace M. McCarthy, Minister of Recreation and Travel Industry, endorsing these recommendations. 1. The need for co-ordinated urban trails system in a regional context. 2. The need for a Provincial fund to be available for Municipalities, Regional Districts and public groups to apply for financial assistance for trail planning, construction and maintenance. . , 3. The need for designated responsibilities for a Provincial Government agency ( for example, the Outdoor Recreation Branch ) a Government Technical Co-ordinating Committee (representing Provincial, Regional and Municipal Government jurisdictions), and a Trails Advisory Comaittee (representing | public groups, industry, private and Native landowners and Municipalities). espectfully submit JANNA TAYLOR IT/ fin RECREATION NIRECTO
