Brown Director of Community Planning SUBJECT: Rezoning of Harbour Road No. 23/85 RECOMMENDATION: That City Council direct the Clerk's Office to prepare bylaw rezoning the portion of Lots 2, 3, 5 DL 232 Plan 626 and the portion of Lots 1, 2, 3, of DL 231 and-DL 232 Plan 6358 lying south of the portions containew in plan 68301 Mary Hill Bypass from RS=~2, One Famity Residential C-1, Local Commercial. And that the remainder of Lots 2,3,4, 5 of DL 232 Plan 6269 and Lots 1, 2, 3, 4, 5, 6 of DL 231 and OL 232 Pian 6830 be rezoned from RS-1, One Family Residential and RS-2 One Family Residential to oniy RS=-1, One Family Residential. Comments: 1. This application was originally submitted by one owner to rezone their individual property. In examining the application, City Council determined that it would be best to have a single rezoning bylaw to cover the entire block. Pursuant to that direction this rezoning report has been prepared for consideration by City Council. Ze tn City Council's deliberations about the best approach to carry out this rezoning, it was determined that the portion of the properties lying south of the Mary Hil! Bypass was to not be rezoned to an RS-1 designation as that may promote construction of single family dwellings in an area where they . are not felt to be appropriate. City Council's opinion about the remainder of the property was that it would be best rezoned to an RS=-1 designation to refiect its current use and act as a check on subsequent multipie family development. This report has been prepared based on that direction. 3. There are two main obstacles that have had to be overcome in preparing this application for approva! by City Council, they are; Ministry of Highways requirements for revision to the service road serving the southern portion of the properties and secondly, the absence of utility services to the northern parts e oeoe/2 12
