But he supports Clark’s plan to redistribute the extra revenues by skimming off from the oli companies half the increases above a certain limit. Alberta Premier Peter Lougheed is opposed to the the Clark plan. Davis told Clark that in addition to listening to Albertans in the talks on oil, he also has a responsibility to stand up for the interests of the rest of Canada. "You, sir, have the very tough task of speaking for 22 million Canadians who also have their rights and ex- pectations,” Davis said. And in an apparent swipe at Alberta, Davis sald that “province building, while important, cannot be more important than nation buil aad Clark said that in the long run “the major problem we have to resolve beyond the current difficulties is golng to be to get agreement on arrangements that will ensure that all Canadians are able to join In the ad- vantages of the wealth that exists in parts of Canada,” He said he is committed ta “ensuring that we do not waste the great asset for Canada that exists in the industrial potential and the industrial strength’ of Ontario. At the same time, the NDP's governing body, the 20-member federal council led by Broadbent, decided to avoid the negotiation issue in a fresh policy statement which simply reaffirmed the position adopted by the NDP national convention in 1977 after an emotional debate. That polley said Quebecers should have the right to decide if they want to separate, but at the same time stressed the NDP urged the province to stay in Canada. The Quebec referendum on sovereignty- association is scheduled for June, , Broadbent said the con- vention comes at a time when the NDP feels con- fident about the direction it’s _ going, is satisfied with the performance of its 26 mem- bers of Parliament in the Commons and has serious proposals to make on such issues as Canadian ownership of natural re- sources, “The other partles are vacillating all over the place,” he said, Broadbent said in light of the NDP convention, the resignation of Liberal Leader Pierre Trudeau was ironit. The NDP considered itself the only real alter- native to the Conservative government. ; “The Liberal party literally is leaderless, The Conservative figuratively is leadertess, Broadbent said Trudeau's regignation will not change NDP strategy in the Com- mons. Davis and Clark met pri- - Vately for about half an hour before the dinner and aides said energy was a key topic on the agenda, Clark has been talking with Alberta and with the provinces since mid-summer on the oil price question. Current policy calls for an- nual increases of about $2 a barrel annually, or about three to five cents on a gallon of heating all and gasoline. Clark is reported to want to Increase that to about #4 a year while Lougheed is holding out for more, But the key isaue of dia- agreement is the Clark proposal to take half of any increases in revenue above $2 a barrel in a so-called energy self-suffiency tax. ‘Clark wants to spend the new tax revenue in other parts of the country on such things as conservation, «national energy projects and -help to regions and in- dividuals most adversely af- fected by higher prices. Federal layoffs possible OTTAWA (CP) -- The federal government will lay off workers if it has to in order to reach its staff reduction goal of 60,000, a group of public service personnel managers were told Wednesday.’ Jack Manion, secretary of the treasury board — which controls the federa) payroll — told the meeting: “We'll be intensifying our efforts to lay off incompetent employees, And we wilt lay off those wha refuse to go to the private sector if the terms and conditions of the jobs remain comparable ta what they were."’ He was referring to em- ployees of Crown cor- porations sold to or other- wise turned into private operations. As long as the terms of the new job in the private sector compared favorably with the old job in the government service, employees would not be allowed to choose to go to the new company or move into a new position within the federal service, But, Manion said, a method would have to be worked out to ensure that workers ‘staying with an organization switching to the private sector would not lose the pension rights accumu- lated during their time as public servants.
