Mes Saw Location, according with all research, is commercially viable otherwise this would not be developed (Developer). Shopping here will heve minimum if any'‘impact in Downtown Poco. Moat area residents do not shop in Downtown regularly (The Citizens). Proposed hours of operation (6-12) could be made more restrictive (7-112) to accommodate some of the concerns (Planner). Construction of townhouses or single family in this site will impact on the view corridor of the neighbouring townhouses much more than the proposed commercial buildings. (Developer). There is no certainty as to the impact on property values of a development of this type. Research indicate that on average impact is minimal (Developer quoting expert consultant). DISCUSSION: In analyzing the input received from citizens on this development, through the submissions at the Public Information Meeting and the letters and petitiona received, it appears that there are strong feelings for and against the development. z Opposition to the development increases with proximity to the development as the residents in the immediate vicinity of the development although benefiting from the additional retail opportunities may suffer the burden cf additional noise or garbage or people in the immediate aurroundings to their homes. In the same manner, support to the development appears to increase among residents not immediate to the proposed development who will benefit from having this facility within walking distance but would be mostly unaffected by any problems that may originate in the development. From the developers point of view this site was clearly identified by the Citadel Heights master plan as commercial site and it should not be a surprise that, now that the area ig near completion in terms of development that a commercial facility be constructed. From a technical point of view, the Planning Department cannot oppose the development. Denial of this application will not result in the construction of a smaller commercial facility at thia location, but the developer will have to excergise a residential options of some sort. This will leave the South Mary Hill Area as a corelegss subdivision deprived of any services. While this scenario appeals to some residents, it cannot be defended as good Planning; services will not be availabe and the simple purchase of a last minute item (bread, milk etc...) will require a car trip to some of the nearby neighbourhoods where these are available.
