I refer to your letter dated February 19, 1982 and’
to the conversation I had with you in my office with Mr. Ken
Funk, of International Construction,

The critical aspect of completing the construction of
the Communications Centre entails the acquisition of certain
mechanical equipment and installation thereof, the total cost
of which will be in the order of $15,000. In order that this
be completed in reasonable time, you have asked that 1 provide
you with authority to proceed with that aspect of the work
immediately. Authority 1s hereby given.
