January 29th, 1979, A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avanue, Port Coquitlam, B.C. on January 29th, 1979 at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, Mabbett, P.F,. Ranger, L.M. Traboulay and M.R. Wright in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer F.E. Peters, P. Eng., Fire Chief W.S. Wingrove, Deputy Fire Chief J.N. Boileau, City Planner L. Lee; City Treasurer J.G.S. Maitland, Parks Superintendent B. Hoogendoorn and Mrs. D.L. Vyse. Prot. Comm., advising receipt of an application from Mrs, Angela Burton to operate a Jan. 19/79 . . . . re Personal home for ex-Riverview residents at 1948 Grant Avenue. The City Clerk Care Home — 1948 Grant Ave. advised receipt of three letters regarding the application for the group home. The letters were from: Mrs. Lorraine Rayn.~, January 28th, 1979; Mr. Ross Deegan, January 29th, 1979; and a third unsigned letter under date of January 29th, 1979. All letters castigated Alderman Traboulay for remarks made by him at last week's meeting. Mayor Campbell addressed the meeting stating that Council usually gives people present in the gallery the freedom to speak to the Council but such persons should remember the Council also has freedom of speech. Mayor Campbell then clarified that applications from citizens to set up a personal care home or some other type of venture are not questioned as to whether it is a profit making situation. Mayor Campbell advised a policy will be set down for the Procedure to be taken by the Simon Fraser Health Unit or other organizations regarding applications concerning this type of situation.
