THE CORPORATION GF THE CITY OF FORT COQUITLAM C 0 J \ C MEMORANDUM JUL 19 i978 TO: Mayor and Council . July 6th, 1978 FROM: F.E. Peters, P. Eng., City Engineer Re: .Park Development in Nu-West Subdivision An item has come up which should be considered by the Leisure Activities Committee. However, because time is of the essence and the Lesure Activities Committee is not meeting prior to Council meeting, I have taken the liberty . of addressing this directly to Council and requesting that Council deal with it at this time. As you know, Nu~West Developments is developing a park within their subdivision on Cedar Drive. We have been approached by Nu-West who have offered to install an under- ‘ground sprinkler system throughout the park in order to improve the appearance of the park and to enhance the value of ‘the subdivision, The proposed underground sprinkler system is to be one which is operated manually and Nu-West would propose to have a man available who would operate the sprinkler system during the initial grcewth period of the park. Although such a sprinkler system would be better than no sprinkler system at all, it is still. not as good as a fully automatic system would be. We have obtained an estimate from the Rainbird Company who were to do Nu-West's work and have found that the additional cost to provide a fully auto- matic system with sprinkler heads that pop out of the ground as controlled by a time clock would be only about $3,500. Such a system would save having a crew available to turn on the various sprinklers from time to time during daylight hours and would allow the sorinkler to be used at night during periods when the park is not in use. The soccer field is presently under construction in the park and will be ready for the sprinkler system within one week. If we are to provide for automatic operation of this sytem, it must be done at the same time and the decision must be made immediately. I therefore recommend that $3,500 be allocated from the parks acquisition fund in order to provide for fully automatic sprinklers in this park. We attempted to talk Nu-West into providing the add- itional funds for an automatic sprinkler system. However, they feel they are alrcady doing more than required and that the automatic system would not assist them in maintaining the park because they would have a man available anyway.
