Eng., City Engineer SUBJECT: Oversize and Overwelght Permits - Public Works Committee - April 1, 1986 Recommendation: That the Solicitor be requested to prepare an amendment to Bylaw 1117 to provide for the issue of permits for oversize and overweight vehicles and to determine the extent of the fee which can be charged. Background and Comments: Bylaw 1117 prohibits the use of City streets by vehicles which would be unlawful on the Lougheed Highway by virtue of thelr size or welght. There are many occasions when It Is necessary for a load to be moved over City streets which Is not legal under the regulations of the Commercial Transport Act but which Is covered by a permit [ssued by the Department of Commercia! Transport so as to allow It to move on the Highway. I+ {is not clear whether the section of our bylaw extends to all those vehicles which have permits from the Department of Commercial Transport or whether the bylaw simply prohibits any oversize or overweight vehicle from using City Streets. In elther case the City ts at a disadvantage. 'f the move Is prohibited, It will take place [tn any case but the City wil! have no control over It. 1f It Is allowed under the permit Issued by Commercial Transport, we stil! have no control over the move. Since some oversize or overwelght moves are essential, the Committee does not feel that it would be practical to completely prohibit these moves. However, It would be very useful If the City had control over the time of the move and the street which the vehicles are allowed to use. It would therefore be desirable that the City have a permit system similar to that used by the Department of Commarcial Transport so that these moves can be regulated. F.E.
