Poliock, City Administrator AUG 22 1977 Re: Water Sprinkling Regulations For information of Council, I can advise that increased surveillance of the water sprinkling regulations was carried out during the past two weeks in an effort to combat pressure problems. Well over 200 residents were warned of — q the sprinkling regulations. After the passing of the new regulations by Council ; on August 8th notices were delivered to all houses. South of the Highway advising of the change. In addition, City crews, along with the By-law Enforcement Officer, drove around the South side of town with the sound truck, informing residents of the new regulations. Patrols were made on Wednesday and Thursday of last week and by the weekend most residents were aware of the new regulations and were co-operating. . . There was some difficulty in hand delivery of notices to residents, and residents in some arees claimed that they did not received notification. The sound truck, however, was most effective. Enforcement of the By~law has been very difficult as when residents are warned they invariably state that they were not aware of the regulations or were not aware that the water was on, etc. It is impossible to lay a charge unless the City Inspector actually sees someone turn on the water or that a person admits that they turned on their sprinkler. As a result of all the warnings and contacts during the past few weeks, only one charge has been laid. Water pressures stablized towards the end of last week at around 75 ; pounds at the recorder on Celeste. After sprinkling is permitted at 10:00 p.m., : however, pressure drops immediately to about 15 pounds. This illustrates the demand and critical nature of the supply to the Mary Hill area. The City Engineer can provide Council with additional information, but I understand the 10" high pressure main feeding Mary Hill will be back in service during the week of August 22nd; also, a number of connections have been made to the Pitt River Road main which should help the supply to Mary Hill and improve the pressure. In addition, I believe the Public Works Committee is reviewing the problem of enforcement of sprinkling regulations and will be City Administrator making some recommendations in this regard. /ba
