Alderman Ranger stated his understanding that the Moodys originally applied for rezoning of the property and had submitted a cheque for $200.00 - $100.00 for the rezoning and $100.00 for the required newspaper advertisements, and he proposed the following motion: Moved by Alderman Ranger: Seconded by Alderman Laking: That the $100.00 submitted for rezoning of the property located at 831 Prairie Avenue be refunded to Mr. and Mrs. R. Moody by the City. Carried. Alderman Ranger pointed out that the $100.00 submitted for the newspaper advertisement would automatically be refunded to the Moodys as a Public Hear- ing was not being held. Mr. Keith V. Godfrey, Manager of Traffic Safety for the Insurance Mr.K.Godfrey, ICBC re seat Corporation of British Columbia was in attendance to explain the I.C.B.C. belt Bumper Sticker cam- Seat Belt Bumper Sticker Campaign and distribute advertising material in paign connection therewith. Mr. Godfrey advised that in this Century the automobile has killed 25,000,000 people and in this Province, 640,000 people over the last 10 years. Mr. Godfrey pointed out that many fatalities caused by car accidents could have been prevented by the use of seat belts, and that I.C.B.C. is attempting to encourage their use through the Bumper Sticker Campaign. Alderman Ranger stated he endorsed the campaign and that he felt drivers have a responsibility to others to use their seat belts. Moved by Alderman Keryluk: Seconded by Alderman Ranger: That the Municipal Council of The Corporation of the City of Port Coquitlam go on record as recognizing the need for wearing automobile seat belts and encouraging the citizens of Port Coquitlam to use their set belts when driving or riding in thelr vehicles.
