THE CORPORATION OF THE CITY OF PORT COQUITLAM REZONING MULTIPLE LANDS BACK TO RS-1 SINGLE FAMILY WITH A DEVELOPMENT AREA DESIGNATION Existing RM-1l land undeveloped Flint Avenue - 5.42 acres total RM-1 - 18 units per acre = 195 units yielding 624 persons, Coast Meridian - 25.43 acres total RM-1 - 18 units per acre = 458 units yielding 1,600 people, Existing RM-2 lands undeveloped Shaughnessy Street - 8.53 acres total RM-2 = 27 units per acre = 230 units yielding 736 people. Flint Avemte - RM-2 - 5.42 acres total - 27 units per acre = 195 units yielding 624 people. Combined RM-1 developable and zoned lands total 30.85 acres which would yield a population of 2,225 persons. Combined RN-2 developable and zoned land total 13.95 acres yielding a population of 1,360 persons. A total of 3,500 persons could be realized from just the erist~ ing zoned multiple lands. Existing Services =— tee ————— === Water The upgrading of 211 4 inch water lines in the multiple phasing areas is required. With the exception of one ox two streets around Flint and Manning, the water distribution system is inadequate, City has 2 storm main installation program, actual sterm drain systems in the multiple areas are either undersized or non existant. Roads The existing road network in the multiple areas were designed and constructed to handle single family development traffic. Many of the road surfaces are of a flush coat material and require rebuilding. Again upgrading this service in a substantial portion of the multiple area is required. Parks Using the criteria as outlined in the “Parks Requirements , 1972" the existing zoned multiple lands would require 35 acres of park land when developed. The facilities on the park lands should include soft bali diamona, soccer fields, tennis courts etc., in order to offer programs to handle that populatian. Schools As Council is aware our school situation is-under discussion with the School Board, We have presently held up single family development dus to lack of facilities while the multiple zoned lands could yieid 190 to 200 children at any time. Police Using one member per 1,000 population, our R.C.¥,P. staff would require a further 3.5 men. Fire Protection Muitiple development would increase our high fare Protection value area coverage which could require additions to our exist~ ing men and equipnient.
