_ force ‘cabinet. - ‘This week | from Ottawa ona Campagnolo | ben amet inany of you hare news ts on 'Canadian-U.S, efforts to Tetcleve the Soviet satellite in our Northwest Territories. | We are not yet positive as to the use of this satellite by the U.S.S.R, but in recent dincussions on the matter in the House of Commons the “friendly use’ of satellites has been underlined by our Minister of Defense, the Hon. Ba ‘Danson, Sateliltes are used, he said, to check the position of ships, or pollution, and to in search and rescue. The extension of Canada's offshore limits to 200 miles, together with increasing oii. and’.gas exploration and tanker: traffic in the Arctic -and off east and west coasts, hae led the federal Govern- ment to consider the use of radar-equipped surveillance satellites to augment air- craft and ship surveillance. (Radar is necessary because of its ability to penetrate cloud and darkness.) At this time,a special task force ai studying ate ty of a Canadian surveillance satellite to be operational in the early 1980's. The task force defines the word “surveillance” to In- clude monitoring both en- ‘vironmental conditions such as sea state, ice, fog, surface winds, tremperature and oll Hution and human activity such as the movement of ships, drill rigs and ex- ploration parties.) This move on the part of the federal government should be reassuring to many sea-travellers, and I hope that satellite use will prove most helpful to many of us in northwestern B.C. Employment and Im- migration Minister Bud Cullen announced recently that iay-offs affecting 275 workers - have been prevented through thees new work-sharing agreements. The agreements are made ‘possible by provisions of unempl t legislation passed by , t ploymen Parliament last summer. Under = work-sharing, workers agree with their ertat 3 fo work for less normal work week, Then, a portion of. thelr lost wages made up by Unemployment Insurance benefits. The. Canada: Em- and ‘Im n Commision (formerly Manpower) enters" into a formal agreement - defining the conditions under which the work sharing benefit will be. payable. Altogether six work sharing arrangements have been madé between labour, industry and government. Workers who are involved will not face unemployment because of companies’ need’ to lay off workers tem- proarily and companies will maintain a stable work force, This co-operative effort, 1 believe, will provide a necessary bridge for economic revovery that we so badly need at this time. Northwest Community College in Terrace has been named as one recipient of a grant for a federally spon- sored labour education. program in post cecondary eiieational institutions Northwest receives $11,500 under the program. Fortunately these _exercises in technical expertise are not one of them. A word as promised about the audience. In many. years as a concert goer, I have never seen a more thoughtless or rude group. The nature of these instruments demand attention by all if anyone is to enjoy the performance. Late comers should: have the courtesy to wait until the sound from the stage has s before e opening topped doors and sitting in the first available seat as quickly as possible. Light and movement are as distracting as the sounds of infants and children playing in their seats. Moving up and down the outside aisle does not make you any less of a nuisance. Quartet Tarago tried manfully to regain the mood of the opening Fugues by. encoring the popular Miller's Dance by De Falla. Alas, it was too late. Their concentrations had been broken once too often.
