Eng., City Engineer Re: Water Supply to 934 Victoria Drive Council. had requested a further report on the water suppiy to Art Ricard's proposed subdivision at 934 Victoria Drive. The attached sketch shows the existing watermains available in the area of Victoria Drive. A larger map will be available on the wall of the Council Chamber to assist in the discussion if further detail is required. ¥low tests were done by the Fire Department at hydrants 1 and 2. The standard method of measuring flows is to measure the difference in pressure between the static or no-flow condition and the pressure with a flow through a known orifice. In the case of both of these hydrants along the 4-inch watermain on Victoria Drive the pressure when the hydrant was opened was so small as to be unmeasurable. This would indicate a flow far below the 125 g§alions per minute which was calculated on a theoretical basis. It has since been determined that one of the reasons for this low flow is that no connection exists between the 4-inch main on Victoria Drive and the 10-inch main on Lyawoed or the 12-inch main on the ‘diagonal portion of Victoria Drive. Other possible reasons include the possibility of a main which is very badly barnacled on’ the inside or the possibility that a portion of the main may have been partially frozen, At the time of construction of the Ricard's subdivision along Victoria Drive and Victoria Place, it was intended that the 12-inch main be connected across to the 4-inch main. For some reason this was never done. Art Ricard has agreed to puy for this connection at this time in order to allow us to do a realistic test of what water flows will be avail- able at his new subdivision and has deposited a cheque for $2,000.00 to allow us to make this connection. We Will be proceeding with this connection within a week and hope to be able to provide further flow information shortly,
