Pollock, City Administrator Res Development Work & Costs ~ Rezoning Applications RI3-75;3 RI15~76; and R#17-76 Mayor and Council October 7th, 1976 Housing Coraittee With reference to the September 17th, 1976 memorandum from the Public he: Works Connittee concerning the above-noted subject this will advise that the same : Development of Lots ~ Taylor Street was considered at the regular Council meeting held on September 20th, 1976, end at that time recommendations Nos. 1, 2, 3, 5, and 6 as contained in the report vere approved by the Councii. With reference to recommendation No. 4 concerning participation by the City in one-half of the costs of opening Taylor Street we would advise that the same was tabled in order to be referred to the Housing Committee and thence tethe Land Sales Committee for study and report Council.’ Council referred to the Kousing Comnittee the question of sale of City lots on Taylor Street in conjunction with certain develeprents proposed for that area, the servicing costs of Taylor Street in order to make the development of the whole area economical and that the wity lote serviced thereby vould be offered for sale. The current proposal is to have the City participate in The Housing Committee has considered this Proposal and recommends that we participate in the servicing costs ef Taylor Street and that 18 Ciry- owned lots outlined on the attached hap, In support of this, che Comnitres can advise f ) le; f tentative discussions that have taxen place: Af MY DMA AND a on i. City Clerk 2. be offered for sale. the Council of rhe following Servicing costs appear to be reasonable and lots could be carketed at a price that would permit A.H.O.P. housing. The Committee feels that the lots should be offered in the present 33° lot configuration rather than attempting to cancel interior lot lines and replot the property, The City Planaer concurs with this vrecomaendarion 3. The Committee discussed two possible choices in marketing the property . i. outright sale of the lots to local residents or builders, subject to certain restrictions, perhaps incorporating the Tequirenent that the - house be constructed to meet A.H.0.P, standards and to erable the City to get a grant under the Municipal Incentive Grant Programme. ii. offer the land for deveiopzent proposals wherein the City would invite proposals for the construction of a number of dwelling units that would be innovative in design and would meet A.H.0.P. and H.1.G. requirenenta, The successful bidder would then become eligible to purchase the land at a certain price and would build and market the housing created. The Comittee preferred the latter alternative as a means as creating some innovative housing. The Committee wants to pursue this particular aspect of marketing more closely with local builders to see just what the best alternative would be from a point of view of the sale of these parcels. 4, The Committee has communicated with the Leisure Activities Comittee and understands that certain lands south of Connaught ahould be reserved for park purposes.
