City Council policy is to not require building plans for single family and duplex bufIding proposals. As the development is on two lots, the applicants could construct two dwellings and not submit design plans. The property is in a prominent location, its having a good appearance is critical to the area. Because of this, the Planning Department have requested the applicants' to submit building plans for the rezoning proposal. W. Brown
