Library Board Recommendation: THAT proposal Part 4, 42(4) concerning the financing ot regional library districts be withdrawn and that the present payment schedule for regional districts be continued and that payments from the Surveyor of Taxes be put on the same schedule. Part 4, 42(6) and (7) These proposals concern payments to municipalities in lieu of taxes under the Municipal Grants Act (Canada). Part 6 proposes that regional library districts must receive a portion of such income from its member municipalities. Part 7 proposes that regional library districts must pay back any such income received by their member municipalities by adjusting their library assessments. This seems like a costly and wasteful bureaucratic exercise. FVRL has never sought such income from its members as it considers it is the members’ right to decide from which sections of their tax base to pay the library assessment. Library Board Recommendation: THAT proposals Part 4, 42(6) and (7) be withdrawn. While the library board has many other concerns over the white paper proposals, it feels that these two are important enough to warrant a specific response trom all members. A copy of the library board’s draft response to the Minister will be sent to you shortly. The Board would very much appreciate the support of your council in the concerns that it raises.
