Re: Flood Control Works - Coquitlam Dyking District This memorandum is prepared at the request of Mayor J.M. Campbell for the Agenda of the regular Council meeting to be held Monday, February 3rd, 1975. It is felt that the memorandum of the undersigned dated January 22nd, 1975 and containing a recommendation from the Public Works Committee meeting of January 21st, 1975 was not readily understandable and that further explanation and clarification is required. It was also felt that since both the Mayor and the Deputy Chairman of the Public Works Committce were absent from the January 27th, 1975 Council meeting and because of the importance of this topic it should be raised once again for Council consid- eration. At the regular Council meeting held on October 2ist, 1974 Alderman Keryluk's report of October 16th, 1974 was discussed and the following resolution was passed; "That the report of Alderman J.J. Keryluk October 16th, 1974 concerning the Bonham Internal Drainage Report for the City of Port Coquitlam be received and that the Council meet as a committee of the whole to study the recommendations set forth therein", A Council Committee meeting was arranged with Mr. Bonham and Mr. Knight (Crippen Engineering Ltd.) on November 13th, 1974. Alderman Mabbett was unable to attend but submitted a memorandum dated November 13th, 1974 outlining his points of concern. It was agreed at this meeting that Mr. Knight would submit to the City a proposal covering the services that his firm could provide in answering the various queries and basically giving the City some idea of the nature of an increased level of drainage control beyond that provided under the Flood Control Programme. Mr. Knight's proposal dated December 7th, 1974 was received December 9th, 1974 and a memorandum dated December 9th, 1974 was forwarded from the undersigned to members of Council and the City Administrator attempting to explain some of the implications of Mr. Knight's proposal. While there were no recommendations contained in this December 9th, 1974 memorandum it did question whether a report of the magnitude outlined in Mr. Knight's proposal was really required. The first working meeting of the Public Works Committee since the end of November 1974 was held January 21st, 1975 and a recommendation from this committee meeting was made to Council at the regular meeting held January 27th, 1975.
