Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That the question of garbage collection in the City be referred to the Public Works Committee with a request that they come forward with a recommendation for an immediate short term solution for the Woodside Estates garbage collection problem and a long term solution for garbage collection problems in the City generally. Carried. UNFINISHED BUSINESS: City Engineer re From the City Engineer, January 3lst, 1975, referring to the proposed flood control works- Coq. Dyking District, etc. construction of flood control works in the Coquitlam Dyking District and reiterating the recommendation of the Public Works Committee made in his memorandum of January 22nd, 1975, that additional studies be undertaken by the City in this area at an estimated cost of $10,000.00. Moved by Alderman Ranger: Seconded by Alderman Mabbett: That as recommended in a report from the City Engineer, January 22nd, 1975, Crippen Engineering Ltd. be engaged by the City to investigate the following: 1. Hydrological study to estimate the instantaneous flow resulting from a rainfall of 10 year return period encompassing the area South of the C.P.R. tracks which drains to the Harbour Street Pump Station and the Cedar Ditch - Hyde Creek area. 2. Preliminary design of the main drainage ditches, pump station, and flood boxes necessary to dispose of the instantaneous flow detailed in 1. above. 3. Estimates to determine the capital cost of the disposal required for flow conditions in the selected areas in 1. above; at a cost of approximately $10,000.00. Carried. Aldermen Traboulay, Laking and Keryluk voted against the resolution. Prior to passage of the foregoing resolution, a discussion ensued and Aldermen Traboulay and Keryluk inquired as to the propriety of discussing this subject again when a similar resolution had been defeated at last week's Council meeting. Upon His Worship the Mayor ruling that the resclution was in order, Alderman Keryluk challenged the ruling of the Chair.
