Among the more experienced ~ municipal representatives these remarks conjured the image of council meetings conducted as glorified ‘‘sit-ins,”’ or of even bigger | and more vocal delegations to pressure the council members toward their particular: cause. The reaction from the floor was predictably unenthusiastic. ; However there is a strong case for greater public participation in local government, although perhaps not in the sense intended by the academics. The fact is that for want of public interest, discernment oo amd: hard-headed decision at the polls, the cost of all branches of _/ government and public services has been soaring while the per- ‘- formance and quality of service has been deteriorating. For want of oe awareness on the part of: the local voter, local property taxes have heen made the scape-goat for all manner of expenditures by ‘senior levels of government -who cannot otherwise get the. money out of - federal inconfe tax revenues. eo aby eA recent study by the North Saanich council showed. that of all the -. taxes charged to property, only 26.7 percent of the money was used for direct municipal purposes. The rest was used for schools,: welfare, ~ health and regional | boards, often providing little appreciable service: “to the municipality, but: charged | to the municipal: taxpayer without any reference ‘to the council.’ Some of these boards, although empowered to tax, are not directly ected by the people and operate behind a screen of immunity from the’. voters. .
