Business Council approves development permil despite ‘violations A condominium project that fits Sidney council’s vision of water- @ ‘ont development fits one alder- ~ man’s vision of unfair concession. x & ~~ A. Ald. John Calder voted against a development permit for the Wake- field and Holmes praject on Second Street because its rezoning didn’t go to public hearing. And the 10-unit, two-storey pro- ject includes too many bylaw varl- ances, which Calder termed “violations.” ‘We are permitied fo include _ variances and that is what we have done’ -Mayor Norma Sealey Mayor Norma Sealey said coun- cil has the right not to hold a public hearing because the project complies with the official com- munity plan. Calder said, “It violates our own bylaw.” But Sealey said “violation” is the wrong word. “We are permit- ted to include variances and that is what we have done,” she said. Ald. Herb Addison said the creation of a walkway along the shoreline compensates for the var- lances. The developer has dedicated a 15-foot-wide strip along the front of the property for walkway. And the developer pays for its construc- tion. Calder said the project has less open space than it should, too much site coverage and side yards that are too small. Addison said the medium- density, multiple-family project is better than a past project brought before-council for the same prop- erty. A high density project proposed before “really shocked us,” Addi- son said. Meanwhile, Steve Wakefield of Wakefield and Holmes recently told The Review construction will start Feb. 1. The $2.1-million project is north of the condominium portion of the Sidney Pier Holdings port project. Wakefield says his company has a $100,000 bond with the town for the walkway construction. “1?m against the walkway because it isn’t going anywhere,” he said. MAYOR NORMA SEALEY A third lot — north of the two Wakefield and Holmes will use for its project — apparently isn’t for sale. Wakefield said the company will have no problem selling its con- dos. ‘“‘The market is great for them.” Two workshops will help put your home in business The provincial government and the Saanich Peninsula Chamber of Commerce are hosting a workshop next month for people interested in starting a home business.
