Election ’90 Property owners’ questions used as base for coverage The only all-candidates meeting for North Saanich was slated for last night, after The Review’s press deadline. Therefore, in an effort to get more information on candidate’s positions, questions originally posed by the North Saanich Property Owners’ Association and obtained from president John Marko were reviewed with each candidate. Candidates were asked about preserving the semi-rural integrity of North Saanich; the golf course application on agricultural land reserve property; solving continuing septic field contamination problems in the southeast quadrant and Deep Cove; establishing an equitable means of financially supporting the Panorama Leisure Centre; establishing a mutually satisfac- tory arrangement with the Capital Regional District and about the proposed upgrading of the Pat Bay Highway and the ferry terminal. The Property Owners’ Association planned to publish the results of their interviews and assessments of candidates’ records in their newsletter, the Heron Watch this week. Responses given to the Review by some candidates were different than the responses indicated by the Property Owners’ Association as some candidates felt their original answers had been misinterpreted. Two candidates, Rebecca Vermeer and Don Caverley, said they had not been interviewed by the Property Owners’ Association. As a result, Caverley declined to answer the questions. The responses to the Review interview and information on other candidates follow: MAYORAL CANDIDATES MAURICE CHAZOTTES Maurice Chazoties Journalist Maurice Chazottes was elected to council in Novem- ber 1988 as an alderman. He announced he would be running for mayor after incumbent Linda Michaluk said she would not seek re-election. He supports preservation of the agricultural land reserve and pres- ervation of the rural character of North Saanich. Chazottes is opposed to the placement of golf courses on agri- cultural land reserve property, including the Brackenhurst Farm. The only exception is the agri- cultural land reserve property adjoining the airport, where both livestock and crops are restricted since both attract birds hazardous to air traffic. He therefore supported a golf course on the airport agricultural property. He supports an assessment of the excess capacity of the Bazan Bay sewage treatment plant but believes no consideration should be given to extending the sewer system unless septic fields are proven to be unusable. He supported the municipal shoreline protection bylaw. He believes Sidney and North Saanich should take full control of the Panorama Leisure Centre, instead of the present system of municipal representation on a Capital Regional District commit- tee. Negotiations should determine the terms under which Central Saanich would participate in the funding and operation of the centre in partnership with the other two Peninsula municipalit- ies. He feels the role of the Capital Regional District should be con- fined to its present community health and water supply responsi- bilities. Local planning and zoning should be controlled by local municipalities. Council should continue to oppose full freeway status for the Pat Bay Highway. Chazottes said immediate efforts should be con- centrated on avoiding the conver- sion of Dunne Road to a through road and preventing construction of a frontage road along Blue Heron Basin. LLOYD HARROP Lloyd Harrop Maintaining the agricultural land reserve, preservation of the environment and reasonable taxes are the goals of former alderman and mayor Lloyd Harrop, who is seeking election as North Saanich mayor. A retired television engineer, Harrop served as a North Saanich alderman for two years before becoming mayor from 1985 to 1987. He favors upholding the com- munity plan goal of retaining the rural character of North Saanich. He would give serious consider- ation to locating a private golf course on the 350-acre Wain Road section of Brackenhurst Farm. ‘To resolve sewage problems, Harrop said strict regional district enforcement of health regulations is required. TheReview Wednesday, Novanbar 14, 1990 cet In cases where septic fields are failing due to high water tables caused by capping of municipal wells, Harrop said the municipal- ity could take some responsibility. Before the switch to regional district piped water, Peninsula municipalities used wells which are no longer in use and which may be raising the water table since they are no longer being drained, Harrop explained. He said all three municipalities, North Saanich, Central Saanich and Sidney, should work together on a program to dispose of the sludge from existing sewage treat- ment plants. He was opposed to the placing of a water tower in John Dean Park when the issue arose during his term on council. : The operation of the Panorama Leisure Centre cannot be resolved until Central Saanich decides whether to participate in finan- cially supporting the centre, he said. North Saanich should cooperate with the regional district in all areas except zoning, which must remain a municipal responsibility, Harrop said. Upgrading of the Pat Bay High- way should be limited to those changes which would improve safety on the highway. Harrop backs the protests of residents objecting to existing plans for the highway. Build, as a long term goal, a sewage treatment faci ity and sewers in much of North Saanich. In areas where septic systems operate adequately, sewer installation could be stalled indefinitely.
