News TheReview Wednesday, March 6, 1991 — Circular access proposed for SwarizBay _ Drilling rights A round-about design may be the most-direct route into and out of the B.C. Ferries Swartz Bay terminal, marine engineer Michael McGrath said in a presentation to North Saanich council members Iteb), 2S, The present ministry of high- ways proposal for the Landsend interchange involves six stop signs, one overpass and a T- juncture, McGrath said. By contrast, his anti-clockwise loop through the terminal has only two stop signs and a single crosso- ver bridge, he said. “Tt gives you smooth, rotational, uninterrupted traffic flow.” He has met with B.C. Ferries Chairman Frank Rhodes and said his design integrates with B.C. Ferries’ plans for the terminal. He devoted two weeks to finaliz- ing his proposal, which he says is similar to the type of traffic con- trol at major air terminals. “The principle of the thing is essentially simple and rotational. If you want to get outside the terminal, you turn mght. If you want to get inside you turn towards the terminal,” he explained. The present ministry of highways proposal for the Landsend interchange involves six slop signs, one overpass and a T- juncture’ He also tried to design for minimal impact on the surround- ing area and points out his design allows for future incorporation of TERMINAL BUILDING Passenger: ~ 2 MAT IC = ls CHE @ S) LANDSEND ROAD : t Highway 17 — Swanlz Bay Wie 7; OS she x WALKWAYS ~~ =a = 7 » jf Wie SS 7, / 7. 7 yy SWARTZ BAY FERRY TERMINAL Proposed TRAFFIC FLOW M. Due to jurisdictional differ- ences, McGrath said the ministry of highways’ designs to date have not been integrated with B.C. Fer- ries’ proposals. Design of the highway and the terminal expansion must be inte- grated, he stressed. Council members, sitting as the municipal transportation com- mittee, voted to ensure McGrath’s proposal is submitted to the minis- try of highways. Ald. Dee Bailin suggested North Saanich also write the ministry reiterating concems raised by resi- dents over the highway upgrade. DRAWING INSPIRATION from the traffic Control pattern used af airline ter- minals, Michael McGrath presented this proposal for the Swartz Bay ferry termi- nal and Lands End inter section to North Saanich council members Feb. 25. The February sale of oil and gas drilling rights funnelled $6.2 mil- lion into provincial coffers, Energy Minister Jack Davis said last week. The sale offered 23 drilling licences and 72 leases, covering a total area of 41,381 hectares, all of it in the northeast part of the province, the Peace River and Fort Nelson areas. “This region continues to be the focus of the search for oil and gas in Butish Columbia and currently has about 60 active drilling rigs,” the minister said.
