¥ Maber Flats owner John Berg- lund gave up in his efforts to build the Brentwood Lakes Golf Course on property east of Wallace Drive near Stellys Crossroad after the B.C Supreme Court ruled against him last week. “I'm assessing my options but it looks like that possibility’s dead with this council and it’s unfortun- ate,” Berglund said Friday. “I don’t anticipate waiting for a new council.” Mayor Ted Jones reiterated his position on Berglund’s golf course plans, stating that he is not against all golf course development. “Basically my feeling is that Class 1, 2 and 3 (land) is prime agricultural land and morally I don’t feel golf courses should be placed on 1, 2 or 3,” Jones said. The Greater Vancouver Region- al District recently took a similar position, he said. When asked if an 18-hole golf course will ever be built in Central Saanich, Jones said: “I think so and I hope so. There are areas in the municipality that I can support for a golf course.” Owners of some land would have to consolidate and a proposal by Fama Holdings Ltd. to build an 18-hole course on non-ALR land near Tod Inlet has merit, he said. “T just feel golf courses should not be directed toward the best land in the municipality,” Jones " Said. In a decision handed down last week, Chief Justice David Camp- bell ruled that Central Saanich was within its legal right under Section 240 of the Municipal Act to recon- sider and defeat previously- approved bylaws that would have allowed Berglund’s golf course to be built. Campbell rejected an argument that members of council had made up their minds to vote against the C. Saanich wins golf course baile golf course prior to a public hear- ing on the rescinding bylaws. Campbell said that “it is signifi- cant that Jones, Ald. Bruce Tobin and Ald. Jack Mar in their respec- tive affidavits each affirmed his obligation as an elected official to keep an open mind.” Campbell also rejected three other arguments used by legal counsel representing Brentwood Lakes Golf Course and awarded court costs to the municipality. Berglund estimated he spent $150,-$200,000 over 30 months while trying to have the golf course approved, not including carry costs of the land. He predicted the land will be sold “in bits and pieces’? and added “there’s more involved than just dollars. “It’s unfortunate for the munici- pality because they still don’t have recreational facilities and another opportunity has been lost.” Sewage woes and parkland at meeting The cost of new big-ticket items was the main concern of many Central Saanich electors during a Wednesday night informal “town hall” meeting. Aldermen explained it might be possible to preserve parts of pris- tine Tod Inlet if land was bought for a park. They also told a crowd of about 50 meeting at the fire hall that the District may be faced with build- ing a$13 million sewage treatment plant, or pay part of the cost for a unified treatment plant for the Peninsula. When Ald. Bruce Tobin asked how many would support buying about 90 acres of property at Tod Inlet for a park, only a handful raised their hands. “How much is the lollypop?” countered resident Neil Dennis. “That’s the question,” replied Tobin. Fama Holdings owns about 1,200 acres of land spanning three municipal districts around the inlet. It wants to build a marina, 200-room lodge, 18-hole golf course and 500 single family homes on it. Central Saanich council is urg- ing the Capital Regional District to purchase 93 acres for a regional park. He suggested the District hold off on approving new development until the sewage capacity problem is addressed. Tobin said “this money will not be spent by this council unless there is a clear message from the public” supporting it. One questioner drew wides- pread support when he said if money is to be spent on parks, it should go to buying land around Island View Regional Park and upgrading facilities there. On another matter, Tobin out- lined the sewage woes facing the District. A report shows the District’s plant needs an upgrade costing over $13 million, he said. But another option is a unified plant, the advantages of which are now being studied with the CRD, Sid- ney and North Saanich. Some in the audience said the sewage issue has been studied at great length and expense. Tobin said a unified plant has never received intense scrutiny, He said the $13 million cost for upgrading means the District should look at alternatives. Another member of the crowd said a $1.7 million trans-Peninsula pipeline was installed in the late 1960s, and the District still owes $900,000 on it. A new plant would add to the debt burden, he said.
