News TheReview Wednesday, July 24,1991 — A3 Traffic study sent back to include growth projections by Girard’ Hengen The Review Sidney's long-awaited down- town traffic study is in limbo, waiting for a council decision on whether more money should be spent to do more work on it. The report was completed by a consulting company a few weeks ago, at a cost of about $12,000, and a copy was sent to the High- ways Ministry for comment. The news wasn’t good for those hoping for immediate results. Aldermen were told Monday that ministry staff want the con- sultants to do some further probing before making a decision on implementing the report. The min- istry said the report didn’t touch all the bases they wanted it to. Aldermen were asked by Town staff to approve an additional set of terms of reference, plus give their consent for the spending of about $9,500 for the work. But council referred the matter to Aug. 12, the next council meet- ing. Ald. Most of the additional terms of reference were called for by R.E. Webb, a district technician for the government, in a letter to the Town. Graeme and Murray Consulting, the consulting company, estimated the cost at $9,500. The added terms include attend- ance by a Graeme and Murray Staffer at a council meeting to explain the new work, at a cost estimated at $540. A second called for an update on land use to reflect the Official Community Plan and Capital Regional District population pre- dictions to 2011. _ In his letter, Webb noticed the traffic study assumed there were no land use changes — that there would be no growth. He asked for a growth rate of at least three per cent be assigned on Beacon Avenue. Webb also said the study didn’t consider the provincially- controlled section of Beacon. From this, a design concept for this section would be devel- oped, pointing out government responsibilities. This accounts for about half of the $9,500 cost. Another proposed terms of ref- erence is to consider one-way traffic west on Sidney Avenue and east on Bevan Avenue. The traffic study was supposed to inject some life into a two-year- old downtown revitalization initia- tive. A revitalization committee had approved a scheme supported by most Beacon property owners, but this was put on hold pending the study. Committee chairman Frank Malerby said Tuesday the commit- tee was not pleased the scheme was held up, but members could see some merit in having a study done. However, he said he was disap- pointed the project has been delayed further and that more work may have to be done on the study.
