News Proposed OCP nixes golf courses by Glenn Werkman The Review The Pioneer Valley executive golf course, planned for 60 acres of Central Saanich farmland, will never be built if an amended official community plan is approved by Centra! Saanich council, a longtime farmer and proponent of a golf course devel- opment said. Maurice Michell said he’s not solely concerned for the success of his golf course proposal but says if the revised OCP is approved there will never be a golf course “of any descniption” in Central Saanich. “Tm finding so many people are upset,” Michell said. “He (planning and zoning committee. chairman Ald. Clarence Bolt) has torpedoed it so badly that if you go by his guidelines we will never have a golf course of any descrip- tion in Central Saanich.” On the other hand, Bolt says that proposed amendments to the com- munity plan regarding golf courses are less restrictive than those approved by the neighboring Cow- ichan Valley Regional District. Central Saanich council incor- porated a guideline into the pro- posed amendments from a Greater Vancouver Regional District report which would restrict golf course development to land that is of less quality than Class 3 as registered in the Canada Land Inventory maps. In the Cowichan Valley, no Class 3 land and no more than 50 per cent of (lesser quality) Class 4 land can be part of a golf course development on ALR land, Bolt said. Bolt said that the OCP guide- lines should not result in no golf courses being built in Central Saanich, there is non-agricultural land in the municipality that can be used for a golf course develop- ment, the golf course guidelines are not being prepared in response to one particular application, and Class 4-7 land with rolling terrain and some rocky conditions “all make for a more challenging golf course.” Michell said his options for the 72-acre parcel — bordered by East Saanich and Central Saanich Roads, and Hovey and White Roads — is to build a golf course or divide it up into three 20-25 acre parcels to give to his children, “but what are you accomplish- ing?” The property has been in the family since the 1860s and Michell named it Pioneer Valley in keeping with his idea to have the land used productively and stay in the family. It is one thing to take over leadership of a political party and it is another thing to lead. Where are we being lead by Rita Johnson? To more Quebec appeasement. She does not place British Colum- bia’s interests first, and if the Premier of B.C. won’t, who will? Why don’t we need educating about Quebec, Rita? Because we have heard it all before. We have heard about its “Distinct Society” and how much we owe Quebec for being so distinct. We have heard about Quebec language laws, which outlaw Eng- lish on visible signs. We have heard about the space research centre going to Montreal from Ottawa. We have heard of $365 million for a Quebec shipyard while Versatile Pacific goes broke. We have heard about Polar 8, which won’t be built in Vancouver to protect “Canada’s sovereignty.” We do not need educating about Quebec! Quebec needs a simple lesson from us: That we won’t put up with their arrogant self- centered demands and still pay for them any longer. Unfortunately with people like Johnson in Vic- toria, and Brian Mulroney in Ottawa, Quebec would never stop teaching us. There was a time when some arguments about splitting the vote in B.C. were valid. Your profound lack of courage on the most funda-_ - mental matters has demonstrated that you would be just as willing as Harcourt and the NDP to give Quebec what it wants at our expense. If you were the only alternative B.C. would have no future left to fight over. Someone has to put Bntish Columbia first. Michell’s golf course is the lone proposal left before Central Saa- mich and it is also the second application for a golf course the district received. The first, pro- posed by Lamont Road resident John Elliott, was abandoned. Efforts by would-be developer John Berglund to build the Bren- twood Lakes golf course failed despite receiving approval from council just prior to the November election. The newly-elected coun- cil successfully rescinded approv- al. And another golf course idea, planned for the Island View area, has reportedly also been aban- doned because of private land consolidation problems. But the Fama Group, which owns 1,200 acres at Tod Inlet and the Partridge Hills, wants to build an 18-hole championship course on a portion of about 238 acres within the municipality of Central Saanich. Michell’s proposal was submit- ted almost three years ago and was put on hold until Central Saanich drafted a golf course bylaw.
