Goulet defended the resolutions, saying the intent 1s justifiable. “J don’t want us to lose the impetus of this motion,” he said of the need to deal with develop- ments which will affect sewage flows and the future OCP. “We need a short term solu- tion,” said Goulet. “They were passed in good faith, with good intentions,” agreed Calder. “But, I will support rescinding the resolutions based on the legal advice.” Jones spoke in favor of dropping the resolutions, which he did not support in the first place. “TI was the only one to not support any kind of freeze,” he said. “We don’t want to send out a negative signal to developers, and I think, unconsciously, we've been doing that. “Tf developers are discouraged from Sidney,” Jones added, “It will be the taxpayers who will have to carry the burden of the cost.” Goulet was concerned that by rescinding the resolutions, council would set a dangerous precedent of having every motion they make subjected to legal questioning. “It looks like its open season on decision making process,” he said. Both resolutions to rescind the earlier motions were approved, with Goulet the only dissenting vote. Tobin said the new bylaw will allow a maximum of five per cent liveaboards among the boats in a local marina. Ald.
