The board was also campaign- ing for irrigation for the Peninsula and a better water supply for Sidney, and was again trying to persuade the provincial govern- ment to incorporate Sidney. In1921 the first of three serious fires took place, wiping out one of Sidney’s main industries, Sidney Roofing and Paper Co. : That year, ferries came on the board’s agenda for the first time. In 1921 the campaign: began for a ferry to Mill Bay. The following year the first ferry link with Ana- cortes was started, and a year later there was a CPR ferry service started from Bellingham. These tan only in the summer. The board got into the tourist business in the 1920s, operating an “auto park”. For a decade starting in 1925 it also put on an annual “swimming gala” that was the main event of the summer season. In 1923 it tried to get a number of organizations involved in building a community hall, but the project failed. By 1925 only five of the original members of the board were still active: C.C. and G.A. Cochran, H.A. McKillican, J.J. White and A. _ Harvey. That year a committee recom- mended obtaining leases of Bazan Bay, Roberts Bay, Patricia Bay and Brennan’s beaches “for bathing and picnic purposes’, and the board built bath houses at the ferry wharf. By this time all Tail service to the Peninsula was gone but there were 10,350 cars in and out of Sidney in a year. On Jan. 19, 1928, at 4 a.m., fire destroyed the Berquist Building, wiping out the liquor store, Arthur Harvey's butcher shop, John Gil- man’s barbershop and poolroom, Harry McKillican’s general store and an auditorium and dance hall on the second floor, and damaging Sloan’s Shoe Store, the Seagull Inn and Sidney Service Club. The board of trade opened a subscrip- tion list to buy more firefighting equipment. The need- for an active fire department was further proved on Nov. 21, 1929, when a fire at 4:30 a.m. destroyed Sidney Service Sta- tion, Radio and Accessories, Sam Roberts Real Estate office and a new real estate office being pre- pared for the unfortunate Harry McKiallican. The ferry service to Steveston Started in 1928, and the next year a major campaign for a breakwater was begun. Cost -was estimated at $380,000. In 1930 the board succeeded in having Roberts Bay and Shoal Harbor accepted as federal bird sanctuaries. A foretaste of the depression, for the first time since 1913 unemp- loyment was back on the agenda. In 1931 the fire brigade was in difficulties and the board unde- took to re-organize it. At the end of the year plans were made for a masquerade ball, to raise money for a children’s swimming pool. The name of the organization was changed to the North Saanich Board of Trade in 1932. The Sidney Businessmen’s Association, formed in 1934 and involving many board of trade members, gradually replaced the earlier board. In January, 1947, the Sidney Businessmen’s Association organ- ized the Sidney and North Saanich Chamber of Commerce.
