Frazer prefers current constitution Reform Party of Canada candi- date Jack Frazer is against the constitutional agreement. “But it is not my purpose to persuade you to vote No,” Frazer told about 130 people in Sanscha Hall Thursday. Frazer, a candidate in the Saa- nich-Gulf Islands federal riding, outlined his party’s concerns and tried to contribute positively to considerations. “1 also urge you to listen to and study the case being made by the Yes side,” he said. “The accord is seriously flawed and cannot, will not, serve Canada well,” he said. While it is billed as a constitu- tional agreement, it is not a settle- ment, but rather a starting point. “Its 60 sections contain over 50 provisions requiring the negotia- tion of further political accords, additional First Minister’s confer- ences and further clarification, either by negotiation or extensive litigation through the courts,” Frazer predicted. He believes the accord will weaken the Canadian economy because it impedes the ability of the government to manage. While the Reformers like the equal representation part of the accord they say it does not provide _ effective regional representation because not all senators would be elected. Frazer said the vital areas of the constitution — the House of Com- mons, the Senate and the Supreme Court — would be virtually unchangeable because changes would require unanimous approval with each premier and the prime minister having a veto. And the accord does not provide an .“antidote” for the separation movement in Quebec, he said. Frazer sees the Oct. 26 vote as a Starting point, should the Yes vote be in the majority: “Qur analysis reveals 34 specif- ic areas where additional political accords will have to be negotiated to complete the deal,”’ he said. The proposal is incomplete and uncertain, Frazer said, adding that lawyers could be heavily involved in litigation for clarification. “If this was a business deal presented to a group of investors for signature, they would flatly reject it.
