News $19.1 million sewage option before the public Dec. 2 by Paul Wyke The Review Sidney residents will have an opportunity to examine alternate sites for the Town’s unified treat- ment plant at a public meeting scheduled for 7:30 p.m on Dec. 2 at the Iroquois Park club house. An $8,000 extension to the orig- inal Unified Treatment Plant study, identifying other potential options for remaining proponents, was ini- tiated because North and Central Saanich refused to commit to a treatment plant concept for the Saanich Peninsula. In the study, existing sites at Bazan Bay (Site One) and the Victoria International Airport east of Cresswell Road (Site Two), plus five potential alternate sites, were evaluated. Sites One and Two are the original sites studied in detail under the Saanich Peninsula Uni- fied Treatment Plant Study. Based on their evaluation of the sites, consultants KWL/G&S Environmental Engineers and Sci- entists recommended to Sidney. council that the Sidney unified / treatment plant be constricted at - Bazan Bay. “Constructing the plant at Bazan Bay keeps all options open for Central and North Saanich to participate at a later date. “And, any premium costs expe- rienced by the Town of Sidney to build there could then form part of the costs for other municipalities to join at a later date,” the report Stated: Capital costs for the Bazan Bay site are estimated at $19.1 million and operating and maintenance costs are forecasted to be around $366,000 per year. Two of the newly selected sites were dismissed for further consid- eration almost immediately. Site Six, located on airport lands west and south of the intersection of Mills and McDonald Park Road, was subject to airport oper- ating restrictions and criteria, KWL/G&S found in their evalua- tion. “The building height would be seriously restricted on this site, and airport security restrictions would make access difficult,” their report stated. Site Seven, located in the Town of Sidney in a parcel designated as Peter Grant Park was also dismis- sed from the study. “This property 1s too small to contain the treatment facilities and provide a 150-m buffer strip between the footprint of the treat- ment plant and the closest resi- dence,’ KWL/G&sS said. Considering Transport Canada operating requirements and regula- tions, the study outlined restric- tions for a treatment plant located On airport property. “Any treatment facility located on airport property must be low profile. All tankage must be cov- ered, located on the ground side of the airport and construction mate- tials and methods must be com- patible with airport navigation and control systems,” the report stated. Site Five, located west of Canora Road, could be accessed from either Canora or through the air- port commercial area to the north. The property is outside Town of Sidney limits and is under the ownership and jurisdiction of Transport Canada. Capital costs for the site, to be shared among remaining partici- & pants, were estimated at $18.36 million and yearly operation and maintenance costs were suggested to be just over $400,000: However, local airport authorit- ies do not support this site as it may conflict with future expansion of the nearby commercial area including the possibility of a res- taurant, the report found. Site Four, a light industrial area within Town of Sidney boundaries, is also located on airport lands. Immediately north of the site, fronting Henry Avenue, the area is primarily light industrial- commercial with offices and east of Galaran Road the area is built up with a residential area. However, “the treatment plant works would still have the required undeveloped buffer zone of 150-m and the entire 4.5 acre parcel is available for lease,” KWL/G&S found. Capital cost for this site were estimated at $18.43 million and operating and maintenance costs would again be just over $400,000 a year. The site is located on the ground side of the airport which is not subject to security restrictions. “There is also sufficient prop- erty to expand the treatment facil- ity 1f North Saanich wishes to participate at a later date,” the report said. Site Three on Galaran Road is also presently zoned for light industnal use. When the site was inspected in September, the property was tot- ally undeveloped. The report outlined that the airport manager advises that it may be impossible to break the lease or provide alternate lands such as Site Four. Capital costs for a facility on this site are estimated at $18.16 million and yearly operating and maintenance costs are again sug- gested to be just over $400,000. Sidney’s chief administrative officer David Bartley commented that the cheapest site in terms of capital cost is site three. “This a capital cost saving for Sidney of about $800,000. How- ever, the annual operating costs are approximately $34,000 per annum more,” Bartley said.
