Legal word soughi on stabilizing slope Residents of Waters Edge Vil- lage will have to wait for slope stabilization to stop erosion of the beach adjoining their properties. Before approving the slope sta- bilization project, council mem- bers asked for a report on Central Saanich’s liability for the erosion. A resolution to include slope stabilization inthe 1993 budget was deferred by council Nov. 16 pending a legal opinion on the issue. In areport to council, staff noted tests this summer suggest the slope erosion may affect fences, patios and sun room foundations in the Waters Edge development but there is no sign of instability affecting the housmg units. Although there is no immediate Silence greets thank you letier Silence was the-only reaction by Sidney councillors Monday to a letter of appreciation for approving a subsidized housing project in North Saanich. A letter from North Saanich administrator Ron O’Genski informed council that the proposal for a 24-unit multi-family subsid- ized housing project on McDonald Park Road in North Saanich has been approved. “Members of North Saanich council wish to express their appreciation for your cooperation in providing the sewage disposal facilities which have allowed this project to proceed in a cost- effective manner,” the letter stated. After lengthy debate Oct. 26, council ratified a motion made on a split vote by committee of the whole (Oct. 19) to approve sewer service from Sidney’s existing line. After the letter was read at Monday’s meeting, no council members chose to make a com- ment. Further, no motion was made to deal with the letter, as was done with all correspondence untl now. The estimated cost of stabilizing the slope is $88,500. Coun. Ian Cameron said he had little sympathy for people who build in a hazardous area and then complain about problems. He suggested waiting five years, at which point the erosion will have progressed to give Water’s Edge Village waterfront property. “The increase in property value would pay for any erosion con- trol,” he said. “It’s so easy to spend more and more money. That way lies bank- Tuptcy. There are always good causes,” Cameron said. Staff had suggested including the work in the 1993 budget and to approach the owners of a shore front strip of land about sharing in the cost. Crime and defence services backed by C. Saanich council A support service for crime victims is in danger of closing its Central Saanich office if more funding is not received from the Capital Regional District. At present, Greater Victoria Vic- tim Services is handling 30 to 35 cases involving Central Saanich residents, executive director Marl- line Halisheff told council mem- bers at a Nov. 9 committee meet- ing. The program was expanded to Central Saanich last April, operat- ing out of the Central Saanich police department. Although demand for victim services has increased dramati- cally, Halisheff said funding has not kept pace-with the demand. Services provided by victim ser- vices include emotional support, help in understanding the court system and tracking of cases so victims know the outcome. The organization also offers help with crime prevention, Hali- sheff said. There are two full-time staff who coordinate and train the 40 volunteers who staff the commun- ity offices. Halisheff estimates victim ser- vices helps 2,400 people annually in the Greater Victoria area. Although the Attorney- General’s department has increased funding to the service, the regional district has not increased funding despite the increase in service, Halisheff said. She asked Central Saanich council to back Victim Services’ request to the regional district for increased funding. At the Nov. 16 council meeting, council members agreed to sup- port Victim Services’ request. On the other side of the justice scales, council supported a bid from the Peninsula Family Court Committee to have legal aid ser- vices on the Saanich Peninsula. The court committee is asking the Law Centre to provide legal aid services part-time on the Penin- sula. The service is funded by the provincial attorney-general’s office. : Coun. Bruce Tobin noted it is difficult for people living on the Peninsula who have no form of transportation to use the Victoria- based legal aid service.
