He also stated that he has pro- spective buyers looking for water- front — especially with docks. On Dec. 7 North Saanich coun- cil will reconsider an application which had been turned down in September 1992 to permit a pri- ~ vate dock on the foreshore of a waterfront property on Setchell Road. It is my understanding that this foreshore is public domain for the use of all North Saanich residents, especially since it is adjacent to a popular beach access. I feel that council has no more right to give away publicly-owned foreshore for private use, than to give we ‘inlanders’ pieces of road allowance or municipal parks in order to enhance the value of our properties. North Saanich council has the power to increase the net worth of waterfront property but they do so at a cost to all citizens who live in this beautiful area. As you seem to be unfamiliar with the area, allow me to review. There are four phases in this complex. Was this situation taken into consideration by the builder? Were requirements of water flow in a drainage plane recognized and met? At least four units in Phase Three are situated in part on landfill. The fill was apparently not compacted and the constructed slope is slumping. Were municipal construction requirements met? Construction in Phase Four was delayed for some time as a prob- lem with the pilings for the foun- dations for the condominiums was rectified. Apparently, inspection by some- one was involved with this phase of the development. Costs to cor- rect subsequent problems boggle the mind. I quote Coun. lan Cameron, who said he had “little sympathy for people who build in a hazard- ous area and then complain about problems.” s I would be pleased to take you on a guided tour, Mr. Cameron. I can’t imagine a less “hazardous area” than this site. The problems are directly related to develop- ment. In the construction of Water’s Edge Village there was a problem in three of the four phases. Only one was corrected. Development involves the developer, the municipality and its standards and requirements. The buyer is protected by and should be secure in the knowledge of this process. Is it no longer honored?
