J Coniract forces cuts fo special education help Reduced budgets for special education programs in the Saanich School district have been ques- tioned by the Ministry of Educa- tion but cannot be changed because of class size limitations in teacher contracts. At the Dec. 14 board meeting, trustees approved sending a letter explaining the situation to Minis- ter of Education Anita Hagen. “In 1991, after a 12-day strike, the board and teachers agreed on a clause giving paramount impor- tance to class size limits,” explained board chairman Graham Hill. “The implementation of this clause resulted in reduction of direct specialist teacher support for some programs, including learning assistance,” Hill wrote, adding that the board is now negotiating with local teachers on a new contract. “One of the board’s bargaining objectives is to return to former teacher support levels in such programs as learning assistance, or at least to remain at current levels,” Hill concluded. The board had earlier received a letter from the ministry question- ing cuts in the district’s learning assistance budget.
