underpass can be located either to the west of or the east of the existing underpass “and therefore the scheme provides the greatest amount of flexibility for the future. 3. Utilizing the Potential of the Coquitlam River: The Committee feels that the Coquitlam River is an asset and can be incorporated nicely into the development of the downtown core.: The Committee would like to see further planning carried out, and cost estimates prepared for the development of a river park area. 4. Architectural Treatment: The Committee feels that most of the buildings in the downtown have been either recently constructed or recently renovated and that there is not a great need for Architectural Treatment of the existing buildings. The Committee felt that canopies could be constructed on the main Commercial streets to protect shoppers from the elements. The Committee would like to see further study done and schemes prepared for improvements of this type. ; The next step in the process is to apply to the Ministry of Municipal Affairs for planning grants to enable more detailed planning to commence. The program will advance up to $15,000.00, $5,000.00 of which is a direct grant and need not be repaid even if the scheme does not proceed. The remainder of the advance if required by the City becomes part of the cost of the Program if the program proceeds or must be repaid if the program does not proceed. The Committee would ask for Council's approval in principal for the draft scheme and would ask that Council pass a resolution asking Victoria to approve financial assistance in preparing a design concept and to advance the initial $5,000.00 grant. Once this approval is received and the planning grant approved the Committee can proceed in their detailed planning and obtain cost estimates for Council's consideration.
