Eng., City Engineer SUBJECT: Construction of Sewer Carrier Pipe Under Mary Hill Bypass at Pitt River Road UNCIL RECOMMENDATION: That the tender for the construction of carrier pipe be awarded to Bel Construction Ltd. for the jump sum price of $16,992.00. BACKGROUND AND COMMENTS: Earlier in the year, Counci| approved the construction of a carrier pipe on Pitt River Road under the Mary Hill Bypass Highway to carry the sewer which wil| be installed to service the south Pitt River Road area. The sewer is a Development Cost Charge project paid for exclusively by the developers of land in the south Pitt River Road area. Preliminary arrangements with the developers of one large parcel are that the whole sewer will be installed and front-ended by that developer to be recovered later ‘on trom other developers. The carrier pipe was approved by Council because it is necessary to [Install it prior to paving of the Mary Hil Bypass. Council initially approved the sum of $9,000 to be spent on this project out of the Unallocated Sewer Funds in the 1984 Budget. Subsequent to this approval the final design was completed by the developer's Engineer and special conditions were Imposed by the Ministry of Highways. It became obvious that not only could we not complete the job for the budgeted $9,000 but that we did not have the capability to do the work because of the depth of construction, the type of materlal present, and the need for well points to dewater the site during construction. We have however already purchased the pipe at a cost of about $4,000. Tenders-were called for the installation of the pipe and two were received in the amounts of $16,992.00 for Bel Construction and $18,100.00 for Miller Construction. The original 1984 Budget atlowed for $100,000 for Unallocated Capital Sewer Construction. Of this amount, $9,000 was allocated originally for the carrier pipe construction and $7,500 is requested for the flow measuring equipment discussed in another report. If Council! approves this recommendation, It would be necessary to allocate another $12,000 to the installation.
