Eng., City Engineer SUBJECT: Construction of separate access gate and parking at Works Yard - Public Works Committee September 9, 1986 Recommended: That the City allocate an additional sum of $6,000.00 from reserves for’ the construction of parking and an access gate on Kelly Avenue across from the Purchasing and Bylaw Offices. Background. and Comments: The racent movement of the Bylaw Department and Engineering Inspectors to the Works Yard has resulted in an increase in the shortage of parking space.e The biggest problem is that there is no space for visitors such as sales or supplier representatives who frequently attend the Purchasing Department. Consequently private cars are entering the Works Yard area and parking within tnis restricted area. We have been attempting to entorce the rule of no private vehicies within the City Yards but this has been extremely difticuit because the only access has been through the main gate. Private vehicles within the Wocks Yard are a security risk as it would be. extremely easy to pick up some small but expensive item and carry it out In the private vehicle. There is also a liability risk as we have large vehicles maneuvering within the Yards and private vehicles are apt to get in the ways The recommended solution is to cut a new pedestrian entrance gate across from +he Purchasing Office and to pave a ‘portion of the boulevard outside that gate for angle parking. The space for. angle parking is extremely timited and vehicles parked there would project into the parking lane of Kelly Avenue. Therefore this solution is not one that we would want to see adopted for other properties within the City. However, +his is seen as a temporary solution to the problem until!
