WHEREAS pursuant to clause (b) of Subsection (1) of Section 578 of the "Municipal Act", being Chapter 290 of the Revised Statutes of British Columbia, 1979, the Municipal Council may by by~law stop up and close to traffic a highway ; or any portion of a highway; . oo ae AND WHEREAS the Municipal Council of The Corporation of the.
