Eng.-, City Engineer SUBJECT: Use of Kingsway Bridge by trucks during construction - Works and Services Committee, May 22nd, 1984 RECOMMENDATION: ‘That the Kingsway route be signed to indicate there wi! be traffic delays but that trucks not be banned from the route at this time. BACKGROUND AND COMMENTS: The Committee called a meeting with operators of local trucking companies in order to discuss the operation of the Kingsway Bridge during construction. The construction project was axplained and if was indicated that the existing bridge would be relocated to the south To allow its use as a detour during construction. The approaches would be "St turns but these would not be so sharp as to preciude trucks and the approaches would actually be more level compared to the existing steep approaches. It is expected that the construction on the adjacent new bridge would create Interference with traffic using the detour route and that flagmen would be required from time to time. The representatives of the trucking companies indicated that they were sympathetic to the problem and appreciated the value of the new bridge. However, because of the many delays on +he Lougheed Highway the Kingsway route Is at least 10 to 15 minutes shorter than the alternate and this dtfference, when multiplied by the total number of trucks using the route, would create a significant economic Impact on the operations. The biggest problem with the local operations however was the fact that at least half of the trucks come from elsewhere including the States and the focal operators have no contro! over the routes that these trucks take. Advertising to reach all of these operations to Inform them of a ban on trucking would be very difficult. it was suggested that If the construction did create significant delays at the Kingsway Bridge, the truckers would use +he alternate route on thetr own without belng forced to do so.
