Resignation unnecessary Last Wednesday’s budget leak was a a criminal act the government could hardly prevent or anticipate. Only in the most abstract way was Finance Minister Michael Wilson responsible. The opposition parties joined ina deafening chorus of | screams for Wilson’s resignation. Perhaps strict adherence to Parliamentary tradition requires a resignation. We hope,. however, that Wilson and his boss decide against the step. Sometimes tradition needs to be pushed aside. And this is one of those times. ~ It’s a most serious budget leak; that’s undeniable. An entire brief on the country’s spending 2 and taxation legislation somehow made it from the printers to a media outlet. Before the markets had closed for the day, information was haphazardly, unofficially and prematurely placed in the public domain. Investors can make money on such information. A quick shift of Air Canada stock, perhaps, could have resulted, in light of the government’s plan to fully privatize the airline. The scrapping of the nuclear sub program could have caused “the unloading of stock in technological companies which stood to gain from the program. _ These are real possibilities. If any action took lacs after the budget information hit the news, it isn’t illegal. It’s simply good business. But if the action took place beforehand — in other words, if the budget information went to a pocketful of investors before it went to Global Television — then it’s against insider information legislation. These are the things for a full criminal investigation to look at. Police must discover how the budget made it through security ana whether insider information was used to illegally make stock market. gains. But Michael Wilson should resign? No. Just what would the opposition expect? That Wilson go to the’ printers every ‘night to make sure nothing leaked?
