trict of Surrey are morally bound to make good to us and the
whole Scout moyement in White Rock the promise made in
error by the Parks Board, and, in so doing, to ignore any and
all other competing interests.

The value to this community of the manly and disciplin-
ary training given to ‘youth by the Scouts cannot be over
emphasized, and there is no other to take its place. If this
particular property be not provided for the purpose of build-
ing a Scout Hall, it is the firm opinion of this Committee that
the Scout and Guide movement here may well collapse, with
all the results of youth without any training and increasing
Juvenile Delinquency.

tee have narrowly escaped being in the moral position of
raising money by false pretences.
