Farmers’ Jack Arnaud ’ Saanich Institute president _-warned this week the future of farming. on the peninsula is in jeopardy because of increasing urban pressures, poor municipal planning, and. an uncaring provincial gover- | nment. Amaud, a Central Saanich greenhouse grower, blasted the provincial government for playing into the hands of developers. ‘*Premier Bill Bennett was quoted this fall as saying developers should “be allowed to take good residential property out of the Agricultural — Land Reserve. If this is the kind of thinking . that prevails at senior government levels then 1981 may not - be a good year for farmers in Saanich Peninsula, or, for that matter, anywhere in B.C.,”? Arnaud said. THE REVIEW Arnaud has the support of the 10,00-member B.C. Federation of Agriculture. Federation president Jack Wessel said he wants cabinet to take another look at a Land Com- mission Act allowing cabinet to overrule the Agricultural Land Commission and remove land from the agricultural land reserve. Both Arnaud and. Wessel said cabinet has failed to respond to the federation’s: call for alternatives to the current appeal process. Meanwhile, Arnaud said the multi- million dollar peninsula agricuitural industry is being seriously threatened by increasing urban pressures and resulting competition ‘for land and - water. “The proposed removal of water f rom Elk Lake by Saanich to enhance Colquitz Creek without awaiting the results of a special study on local farming requirements is one example of. the kind of thing I’m talking about,’’ said Arnaud. ‘The local government’s failure to ‘come to. grips with the need: for proper planning and development in areas. where agriculture and urban residences must live side-by-side is another.”’ He pointed to the Cordova Bay poultry run by the Galey family as a perfect example. He said the farm is being forced out because of complaints from neighbors who feel the intensive agricultural operation is ‘*a bit too close for comfort.”’ Arnaud had kind words for Central Saanich Mayor’ Dave Hill and North Saanich Mayor Eric Sherwood. ‘‘Central Saanich and North Saanich are doing a helluva Wednesday, January 14, 1981 good job,’? Arnaud told The Review. “Hill and Sherwood have got a pretty. good understanding of the need for preservation of farmland.’’ But he said he’s concerned with a recent land commission decision to allow 30 one-acre lots to be created in ~ the ‘‘heart of one of the peninsula’s most rural areas.”’ Arnaud said the subdivision is ‘‘an indication of faltering government commitment’? . to farmland preservation. Land use is the key to maintaining a healthy farming in- dustry on the peninsula in the 1980’s, he said. | He. added local residents have to take a. greater interest in farmland preservation. ‘‘Unfortunately, few people are aware of this trend and the impact: it will have on local food production. . Adventist church school seeks approval _. Construction of a Seventh Day Adventist Church school on ALR propertyin 1976 has come before Central Saanich council once more for expansion approval. The original proposal on Central Saanich Road included a= 7,000-square-foot ‘school with agricultural buildings. on. a 10-acre site. - The church now requests approval of aschool to enrol - up to- 100. students in a 17,500 square-foot building including auditorium facilities. © At the Capital Regional District’s request, Central Saanich council discussed the proposal Dec. 5 and ina split vote, will refer the matter to Saanich ‘school board for comment. “1 don’t want to give a false impression to a group that is steaming along making - plans, obtaining funds,’’ Ald. George McFarlane said. However, council agreed to request further information from planners on the expanded proposal. Dr. Herbert Domke, church planning chair- man, says the expanded facility would ac- commodate expected enrolment increases and -that the original application had underestimated school needs. The new site would also provide greater cen- tralization for Sidney and Victoria students than the. church’s current facility in Sidney.
