The facts that T have learned Jead me to the conclusion that the ‘most logical step for us is village incorporation. It is my purpose to publicise the facts that I have gathered to assist others to form thelr opinions. Following arg m few of the facts. 1.A village incorporation has Umited powers. It has no authority in the administration of justice, Policing = done under the direc- | Hon of the Attorney General—and the cost of administration of jus lice 1s borne by the Provincial Government, 2, A village has no jurisdiction dn the administration of schools. A village may not impose a Yate higher than twenty mills for Keneral tax purposes. The tax rate in Surrey is at present 19.5 mills.
