The Secession Question

‘HE fact that the majority of ratepayers of Ward 6 in the

ae Municipality of Saanich are annoyed is. understand-
‘able. It:is-evident that the Provincial Government has de-
‘layed too long in the matter, and that is the cause of what

“might be construed as ‘‘hard feelings’? between the good
people of the Saanich Municipality. While The Review
realizes that the art of government is not easy in these
troublous days, the time for a direct ‘‘yea’’ or “nay’’ is long
past in the question as to whether or not Ward 6 shail
secede from the Municipality. We have capable and clever
administrators in the Department of Municipal Affairs, the
necessary and orderly steps have been taken by the rate-
payers of Ward 6, yet almost two and a half years has
elapsed and no action has been taken. That is the crux of
the current controversy between the President of the Ward
6 Ratepayers’ Association and the Saanich Council.

While we have never advocated split second decisions
in such matters affecting the lives of thousands of people,
two and a half years is too long for the decision. A definite
statement is wanted. It is up to the proper department of
the government to make its recommendation and for the
proper.spokesman to give the decision.

Then the people of Ward 6 will know their future and
‘the Municipality of Saanich will also be in a better position
to guage their expansion of essential services.

The Power Boat Squadron In-
ternational Predicted Log Race
was run on Saturday, Aug. 17,
from Canoe Cove to Friday Har-
bour, San Juan Island. It was a
perfect day and the floats at
Canoe Cove were buzzing with
netivity at an early hour, with
last minute preparations and
words of advice. Twenty-five
boats participated in) the run,
eighteen centered the race. All

hoats crossed predicted points,
these being Turn Point Stuart
Island, Green Point, Speiden

Island and the Biological Station,
Friday Harbour.

Alf Powell, on board his boat
“Vagrant,” passed the finishing
line within seven seconds of his
predicted time, winning first
place and the coveted Roly Halls
Cup. Stewart Skillings ran oa
close second with “North Star,”
and Norman Hill took third place

with “Zanda.” The following

EXPERIMENT IN LOGANBERRIES

FOR “DRY-BERRY”

Tests made during July at the
Dominion Experimental Station
at Saanichton saw 450 loganberry
seedlings resulting from open
crossing fruited during the sea-
son,

The secd that produced these
seedlings eame from a mixed
planting of loganberries, boysen-
berries and youngberries in 1943.
There is nothing, however, to in-
dicate natural crossing between
the logans and other berries in

the field at the same time. While
there are differences in vigor,

foliage, yield and size of fruit as
well as in quality and other char-
acters, these differences are
minor and all seedlings are es-
sentially loganberry.

All seedlings have been care-
fully scrutinized and two. selec-
tions made on the basis of free-
dom from “dry-berry’ disease,
vigor, vield and size and quality
of fruit. In some plants nearly
all fruits showed  “dry-berry.”
The lowest amount of infection
was 7%. The average amount
amount of “dry-berry’? on 82. se-
lected plants was 28%. Seed
has been obtained and — planted
from 10 selected plants showing
a low amount of “dry-berry” and
also from two plants showing a
high degree of ‘susceptibility.
Resulting seedlings will be ob-
observed for  “dry-berry”? and
compared with their parents in
this respect. This work is part
of the search for immunity to
“dry-berry” in brambles.

BROCCOLI

Planting of a heading broecohi
test, which includes 386 varieties,
has just been completed. The
purpose is to determine the suit-
ability, for Vancouver Island con-
ditions, of broccoli varieties
available in the Canadian and
overseas trade, many of which
are being grown locally for the
first time. Particular . intetrest
is centred among early varieties

about opposite Councillor Oliver's
farm, which is. next to a recently
subdivided residential area. Also.
on Shelbourne street a large .wa-
ter main has. ‘just been laid. to
service the Gordon Head’ area in
the vicinity of Reeve Lambrick’s
farm and other suburban areas in
‘Ward Three.

White Queen Easter lily bulbs
measuring 6, 5, 4 and 3 and less
than 3 inches in circumference
were planted in November, 1945,
to obtain data in regard to flow-
ering and increase under field
conditions. The various sizes of
bulbs grew and flowered by mid-
July as follows:

Data are based on_ triplicate
plots of 20 bulbs each, with the

83-inch bulbs,.in which case there
were only two plots. Results on
increase will be obtained when
the bulbs are lifted in October.

ter by District Governor Roy
Fletcher, was answered by Presi-
dent Frank Stenton for the Sid-
ney Club. “I can assure you all,”
he said, “that the receipt of this
charter thrills me. It is a great
honor. He told of the single-
ness of purpose apparent in the
17 charter members of the new
club. ©

Sidney club members’ were
then called to the head table and
presented with scrolls and me-
morial -message booklets. Each
member also received a novelty
baby bottle, neatly bound with
ribbon.

Len Hobbs, President of the
Victoria club, presented the new
club with a Union Jack, and also,
from Centralia Club, an “Old
Glory.”
