We'll investigate its roots, talk to those directly involved with its operation, and bring our readers a close-up study of our regional government, This week — the formation and functions of the CRD, with Capital Regional Board Chairman, Jim Campbell. ek oe * The Capital Region District encompasses territory from the north end of Galiano Island, and includes Port Renfrew, the Gulf Island, the Malahat and the seven municipalities and seven electoral areas surrounding Victoria. The second largest of the 26 regional districts in the province, both in scope and population, the CRD serves about 232,000 people. It was formed in 1966 as a new form of local government by the minister of municipal affairs. Jim Campbell, chairman of the regional board, told the Review he sees the regional government as fullfilling three main functions: consolidation of municipal functions, regional planning, and the opportunity for unorganized territories to have Peninsula | amendments some form government, But the most important of the three functions is planning, Campbell believes, and the CRD has a large planning and engineering program to see that it is done effectively, The only block in the way of effective regional planning, however, Campbell explained, is in getting people to ‘think regionally.”’ “The board executes and should execute a Significant measure of influence on the pattern of growth over the region,’’ he said, ‘“‘but if the board is to be more effective, the public has to demand that municipal politicians pay more attention to the region.” Another reason the regional government system was formed, Campbell said, was to consolidate certain municipal of local functions which sometimes overlapped municipal boundaries. An example of this is sewers, he said, and the region now has responsibility for trunk sewers and sewage disposal. The third reason the exrtra level of government was formed was so that the unorganized territories could have some form of local government. Other functions can easily be taken on by the region by amending its letters patent. This requires only an agreement at municipal, provincial and regional levels. Currently, the region assumes responsibility for regional parks, _ recreation, refuse disposal, building inspection, and sewage and has a budget this year at slightly over $10 million. The meetings of the regional board are on the second and fourth Wednesdays of every month at 1:30 p.m., on the third floor of the CRD office building, 524 Yates.
