We have been reading the extensive report on In-
corportion prepared for the White Rock Board of
Trade, which by the way the committee in charge of
it deserve great credit for the work they had done in
gathering the facts together, and it seems that there
is no valid reason Why White Rock should not be in-
corporated.

why should they go up? for by comparison with other
places asstated in the report, the taxes haye not shown
any tendency to incre It must not be overlooked
that all the revenue from the taxes will be spent in
this area, and there isa large tax revenue raised in
this district.

Another thing to be kept in mind is; that whatey-
er form of government it is, there ssity, for
the first year or two at least, of having a large office,
ete. to do the business of the town. Inproveemnts are,
necessary, but even these will have to be done gratlu-
ally,as the old saying is, make haste slowly. Improve-
ments, when they come, should be for the benefit of
the majority.

Going Forward

Everything will have to be built up gradually till
all is going smoothly. At the start it will take time to
adjust the revenue to all the prime necessary expendi-
tures in running @ business of this nature. And it is
important that the right men be chosen, with the
proper qualificitions, to look after these affairs. The
managerial form of government has worked out ad-
vantageously wherever tried, and we believe, as befits!
& progressive place, that this would be the best.

A greater community spirit would be one of the}
results. Look into it thoughtfully without any hasty
judgement.
