THE REVIEW Wednesday, October 29, 1975 BRENTWOOD BOOZE STILL PROHIBITED ELECTROHOME With a bit of thinly veiled bitterness, a Kelowna man sang his swan song to Central Saanich council last week — to little applause. Andrew Port had never addressed the council before, but several of his associates have made a number of representations in an attempt to gain municipal approval for a pub in Brentwood shopping centre. Port told council that he knew the pub had been turned down — and that he respected that decision — but he still wanted to tell the Mayor and aldermen what they had missed. His plea was centred on the contention that he had been encouraged at nearly every stage in his pub proposal — only to be refused at the last moment. And, while council members explained that the final decision could only come from the provincial liquor control board, Port correctly replied that without local approval, the LCB would not allow the pub to go ahead. Port said that his family (specifically, an uncle) had the oldest beer licence in the province (a document he exhibited) — for a _ beer parlour that seats 100 patrons — about the size of the proposed Brentwood facility. The family owned premises have never received a reprimand from the LCB in more than 50 years of operation, he said. — Outlining his dealings with various segments of the municipality, Port said that council had approved ‘“‘pubs in their approval for the drinking establishment. “You can’t go by what the newspapers say,” Port said, adding that he was not so much upset by council’s refusal of his application as he was “perturbed because he was encouraged” to proceed with it. Port criticised two other liquor outlets in the Saanichton area. In an_ ob- vious reference to the peninsula’s first licenced pub, Port said he didn’t think ‘“‘roadhouses are the answer” to the community’s drinking , needs. In a later reference to his potential competition, Port described it as having ‘‘no pavement located on a dangerous corner. The owner can’t control his clientele, because he can’t see them. I won’t mention its name,” he said, ‘‘but it’s not a pub, it’s a roadhouse.”’ A petition circulated in the shopping centre — voicing strong opposition to the new pub — was circulated by ‘‘Mr. Abbott, owner of the Country Kitchen,”’ Port said, because he (Abbott) was ‘‘fearful of competition.”’ Port said he has been led to | believe that a report filed by Police Chief Miles had “‘squashed”’ the proposed pub. Miles, he said, had made his decision on the pub as a personal one. Instead, Port contended, the chief should have consulted experts in the field such as the LCR. “The worst thing is,’’? Port concluded, “I know I could have been of service.” “What I’ve seen of down- town Victoria, the place is shocking ... You can't get a decent glass of beer anywhere,” he said, adding that this was so, even though the liquor control board is located here. He would like council to review its decision, he said, then asked the Review reporter present at the meeting if he would not report negative comments about local drinking establishments, because he was not aware that the press was in attendance at the public meeting.
