Property owners in White Rock who have been shocked and annoyed by the sudden jump in their assessments should realize the fact that the Provincial government has already allowed for its policy when two years ago ‘the Cabinet agreed to the $28 re- bate to subsidize this Planned Equalization Assessment Act. The $28 rebate was granted in order to alleviate the home owner from increasing improvement taxes as planned by the con- troversial Act of 1953. The rebate was not mean for land speculators, businesses or people owning more than one home. It was made primarily for People who wished to build better ‘homes or improve their pres- ent ones. Let us say that a person has a home valued at $1,000. His improvement taxes would amount to about $32. With the $28 re- imbursement, the owner would actually only be paying $4 in taxes. Some people paid as little as $1 or $2 in taxes. One goy- ernment regulation says no Property can be depreciated to less than 35 percent of its value, All of British Columbia have felt the benefit of this rebate but some areas such as White Rock did not know the effects of the assessment increase until this year, White Rock property Owners whose assessments were not raised under the Provincial Act until this year are now suddenly realizing that the $28 was not a gift but a subsidy to offset the raise requested im assess- ments in 1953. Some romanticists say it began in England, with gentle- | men carrying gifts to their ladies on the day the birds tradition-| ally chose to begin their mating. Others, wtih an historical | bent, say it is a day honoring two kind-hearted 3rd Century martyrs, both named St. Valentine, whose good deeds are symbol- ized by the Siving of gifts. The academic reason for St Valentine's Day is of le: ance than the fact that February 14 is now a day for making gifts to those we love We are happy to note that, this year, St. Valentine's Day| will acquire an added significance: 11 will mark the half-way point in the 1959 Canadian Heart Fund campaign | This seems to us to be entirely appropriate, for what other | agency is more dedicated to “affairs of the heart''?
