The establish- ment of. the large air training station at Patricia Bay has long affected taxes in North Saanich as, with lessened tax- able acreage, the general level was raised for school and other: purposes. The Experimental Farm and other crown property were mentioned in Mr. Goldenberg’s recommendations as follows: “With respect to-crown property used for ordinary gov- -ernmental. purposes, I recommend that where there is an “undue concentration of such property in a municipality, or where. the exemption of such property is discriminatory in its effects on local taxation, or where a municipality can establish other reasons which warrant special considera- -. tion, the government should make a grant in aid of local taxes to.such municipality. ~ “Different considerations are applicable to crown pro- -. perty used for ordinary. governmental purposes as distinct “from commercial. purposes. While ‘all properties benefit from municipal ‘services, it is iriportant to note that the “ municipalities in turn benefit from the location of certain government properties within their boundaries, for ex- ample, a legislative building, a courthouse, a post-office, orsan experimental farm. It is not unreasonable ther efore, - to.expect:the local taxpayers to provide some services for “such government properties.” ~The document. will undoubtedly prove to be valuable - to-all-municipalities.
