Fletcher also wonders how much residents will end up in
paying — the new contract takes effect Jan. 1, 1984, and
he says it gives Harmuss Industries ‘‘sole and exclusive
rights to charge what they like.’’

Fletcher. also points out his bid did not contain an in-
crease over his 1983 rate, he says, was 38 per cent below
other tenders three years ago..He says he’s lost: 25 per.cent
of his total operation as a result of the decision and adds
“his new building he-built at 2057: Mills is now. up for sale
and will likely sell ata major loss.

But he still hopes that since the contract is not yet signed
there could be a: change of heart. at council. He’s. cir-
culating a petition downtown and claims that 26 out of 27

‘ mechants signed the petition immediately supporting him.

-and Robinson Stores.

Fletcher says the: people awarded the contract.do not
<reside in’ or near. Sidney and that chances: of local em-
ployment are nil for the people he has to lay off.

Jennifer Ward — owner of Sidney Hobby Horse — was winner of Small
Business Week merchant decorating contest. Saanich Peninsula chamber of
commerce president Margaret Donaldson said Ward’s window was chosen
by three judges,. Bob Carpenter, Judy Mallerby and herself, because she
followed the harvest theme, the design was humerous and she used very basic
materials, Honorable mention go to G.W.G. Rentals of Keating, Holloway's
Florist, Spooners Ladies. Wear, Brentwood and Sidney. Other. merchants
